Dmitry Frischin

Regional Portfolio Specialist/Lead of the Sub-Office for Europe and CIS

Mr. Dmitry Frischin took up his appointment as the Lead of the Sub-Office for Europe and CIS in Istanbul, Turkey, and Regional Portfolio Specialist of the United Nations Volunteers (UNV) programme since 26 February 2018.
Dmitry joined his latest appointment after having served with UNV as the Regional Programme Specialist/Coordinator for Central Asia (2017 – 2018), Team Leader and Sub-Regional Focal Point in Ethiopia (2015 – 2017) and Team Leader in Kenya (2012 – 2014).
Prior to this, Dmitry was the Deputy Director of the Humanitarian Charitable Foundation (2011 – 2012) and before that the UNDP Project Manager/EC Programme Coordinator (2003 – 2010) in Belarus. He was responsible for the project portfolio management on environment, governance and disaster risk reduction, including the multi-country initiatives as the International Chernobyl Research and Information Network (ICRIN).
Dmitry also held the position of a Chief Specialist of the Department of International Cooperation of the Committee on the Problems of the Consequences of the Disaster at the Chernobyl Nuclear Power Plant under the Council of Ministers of the Republic of Belarus, where he was a part of the working group on development of international partnerships on recovery of the Chernobyl-Affected areas “CORE – Cooperation for Rehabilitation” and interaction with international organizations and financial institutions (IAEA, World Bank, UN).
He started his career as a Consultant of the Belarusian Chamber of Commerce and Industry (1999 – 2003).
Dmitry holds a cum laude Master’s Degree in Public and Municipal Administration with majors in Management, Economics and Law.
